During his 27 years supporting the Army Medical Department, Military Health System, and other Department of Defense organizations, Kent has delivered despite difficult, complicated scenarios—ensuring that from project development to completion, clients gain tremendous value and return on investment. Among this impressive accomplishments, Kent effectively transformed business practices for the US Army Medical Material Agency, leading as functional team project manager for the implementation of System Application Products software, and building on the existing Revolution in Logistics information system. Kent was a driving force in establishing financial policies and procedures for the San Antonio Defense Mega-Center during its conversion to a fee-for-service business—an effort that entailed analysis and process improvement through reengineering and initial development. Additionally, Kent was responsible for all BRAC funds and budget issues.

In leading the effort to deploy a major data warehouse at the largest Air Logistics Center of the US Air Force, Kent provided sage financial analysis and created a data mart to ensure ongoing examination and resolution. He also spearheaded the development effort for the design and annual operating costs of the regional and primary support service centers for the Defense Civilian Personnel Data System, within the Civilian Personnel Management Service. Similarly, Kent scrutinized and crafted fair, equitable, and effective service-delivery procedures for the US Army’s Reimbursement Process at Garrison Fort Sam Houston, and for the US Army Medical Information Systems and Services Agency. To facilitate compliance for these agencies, Kent identified reimbursable and non-reimbursable support categories, structured and delivered required training for suppliers and customers, and established and negotiated interservice support agreements with customers. Kent also led as project manager for the Enterprise, Systems, and Operational Architectures supporting the Army Medical Department.
Formerly, Kent served as a finance manager in a high-tech company renowned as the world’s leading manufacturer of semiconductor wafer fabrication equipment, and also specialized as a financial analyst and cost accountant for a manufacturer of composite jet engine components.
As a Colonel in the US Air Force Reserves, Kent served as a comptroller for the 12th Comptroller Squadron, 12th Flying Training Wing, Randolph AFB, TX. During active service, he was assistant professor at the US Air Force Academy teaching corporate finance, accounting and management. Previously, Kent was a fighter pilot in the RF-4 Phantom aircraft, where in addition to flight duty, he served as Assistant Chief of Wing Flight Evaluations, and Chief of Academics for the flight-training program.
